Minutes of the meeting of the Kensington Association held on 7 May 2007

Reunite Kensington The Chair, Richard Reilly, reported on a meeting with staff of the Minister for Local Government regarding the promise from the Minister to establish a Panel to review the Kensington boundary between the cities of Melbourne and Moonee Valley. It is believed that a Panel will be established soon and that work is already going on to select the members and establish the terms of reference. As a stakeholder, the Association will have the opportunity to comment on the proposed terms of reference. Members expressed their interest in the forthcoming Panel and the promised opportunity to comment on the draft terms of reference. It was agreed that the Chair will communicate to the Minister’s office, the Association’s interest in seeing the Panel progress soon. 2. Demolition proposal for industrial buildings along Hobsons Road The Association has opposed proposals for high density residential re-development of this site. Some industrial buildings were recently damaged by fire. As a result, the Melbourne City Council Municipal Building Surveyor has issued a Building Order requiring demolition of seven of the buildings. The development company, Omni, has sought demolition of all the buildings on the site. However, the Council has informed them that it considers this premature, in the absence of a development proposal or some other justification for demolition. The Council anticipates issuing a permit for the removal of only those buildings subject to the Building Order. 3. Noise from South Kensington freight yards There has been progress. Pacific National has replaced some sirens with warning lights, which should result in some diminution of noise. Members will continue to monitor the situation. 4. Trucks on Macaulay Road Interest in this matter has grown, and it was reported in the Moonee Valley local press. Clive Gartner reported on progress. On 3 May VicRoads officers stopped 7 trucks in some 40 minutes, 3 of which claimed that they were making local deliveries. Four trucks were booked. Initially, VicRoads expressed surprise at the level of non-compliance, but have now acknowledged that there is a problem. It is expected that further action will be taken (see also item 5.). 5. The Police-Community Consultative Committee, Melbourne Therese Fitzgerald, Association representative on the Committee, reported that the Committee has taken up the issue of trucks in Macaulay Road with alacrity, and we should expect to hear about some progress soon. 6. North Melbourne Recreation Reserve Consultative Committee Association representative, Clive Gartner, reported that there has been little progress on plans over recent months. However, tenders are being let for the demolition of the old entrance gates and toilets. It is expected that the Consultative Committee will meet in June to discuss further proposals for buildings and public open space on the site. 9. Community notice board There will be a notice board in the window of the Macaulay Credit Co-operative. Fiona Burns is getting quotes for materials. There is also the possibility of a free-standing notice board, financed via Moonee Valley, and a further opportunity for a display in the window of the Mediterranean Deli, Macaulay Road. Fiona Burnes and Tony Dare to progress the proposals, consulting with Moonee Valley Cr Cusack regarding the free-standing board. 10. Proposal for backpackers development Many residents have opposed this proposal, which involves redevelopment of a former bakery on the corner of Rankins and Racecourse roads. Megan Davison has represented the Association at the Moonee Valley planning committee deputations meeting and in a deputation to Moonee Valley ward councillor Cr Rose Iser. Members expressed concern about how usage will be monitored. What is the definition of a backpacker and how will the Council monitor whether residents at the property are actually backpackers? Another concern was that the property might not attract sufficient backpackers, given its distance from the City, and the owners might be tempted to allow other uses. It was decided that members would represent the Association at the public comments period prior to the Council Planning Committee meeting, and Cr Iser agreed to alert the Association immediately the planning officers’ report was available. 11. Centennial Hotel There has been a resurgence recently in the number of disturbances, which have been logged by the Association. The property has approval as student accommodation. As with backpackers, Council officers say that it is difficult to monitor whether residents at the property are actually students. Cr Iser reported on some measures to upgrade the area to discourage/inhibit crime: trees along Rankins Road will be pruned so that night lighting is brighter, current lighting levels will be assessed and street cleaning will be increased. Meanwhile it is understood that the Council intends to take action about the current usage of the property. 12. Upkeep of Maribyrnong River bank, between Smithfield and Stock Bridges Sue Beney reported that the area under and near the bridges is generally in an untidy state. There are no refuse bins for use of the general public or fishermen. Despite many enquiries to Parks and Garden, City of Melbourne and the Flemington Racecourse, no agency has admitted being responsible for cleaning this area. She agreed to contact the Friends of Maribyrnong River to seek further information and report back. 13. Kensington Action Plan Fiona Burnes reported that she was convening a small group soon to review the Monitoring Report and draft a response. 14. Pedestrian hazards along Epsom Road As local Walking School Bus Coordinator, Fiona Burns asked whether traffic counts could be taken, preparatory to increasing safety, especially in the area of the school crossing. Preliminary data in westerly counts indicates that cars are speeding in the area. Cr Cusack promised to carry the issue forward to the Moonee Valley Council’s traffic officers to request easterly traffic counts. |
