Minutes of the meeting of the Kensington Association held on 4 June 2007

1.  Community notice board
There will be a notice board in the window of the Macaulay Credit Co-operative, thanks to the generous offer by the CEO.  Fiona Burns has purchased the necessary materials.  It is proposed to offer local community organizations, such as schools, the opportunity to display notices about coming events.  Fiona Burnes to develop a draft of rules for managing the notice board.  A handy person is needed to assist in erecting the display boards.  A separate, free-standing board near Kensington Station is also still a possibility.

2.  The Police-Community Consultative Committee, Melbourne West
Therese Fitzgerald, Association representative on the Committee, reported that the Committee is discussing whether the current arrangement of regions was working.  A number of suggestions regarding neighbourhoods rather than local boundaries, are being considered.  Police have fined a number of trucks using Macaulay Road.

3.  Reunite Kensington
The Chair, Richard Reilly, reported that the Panel to review the Kensington boundary between the cities of Melbourne and Moonee Valley will be announced in June.  We have been told that, contrary to the commitment made prior to the election, the Kensington Association, as a stakeholder, will not be given the opportunity to comment on the terms of reference.   It was resolved to write to the Minister for Local Government drawing his attention to the fact that this would breach the commitment contained in the letter from the Minister for Local Government announced at the public meeting on 15 November 2006 by local member Hon Bronwyn Pike:  “The Terms of Reference will be established following consultation with all stakeholders if the Bracks Government is re-elected”.  The letter will point out that since the Government was re-elected, and the Kensington Association is clearly a stakeholder, if not the main stakeholder (having drawn the government’s attention the overwhelming wishes of residents), the Association should be consulted.
Meanwhile it was agreed to establish a campaign committee to coordinate the campaign for the reunification of Kensington under the City of Melbourne, this being the clear wish of residents of both sections of Kensington.  The members to be Richard Reilly, David Ettershank, Fiona Burnes, Tony Dare.

4.  Proposal for backpackers development
Many residents have opposed this proposal, which involves redevelopment of a former bakery on the corner of Rankins and Racecourse roads.  Megan Davison has represented the Association.  The proposal has been recommended by Council officers and will go before the Planning Committee on Tuesday 5 June.   It appears that the proposal meets all planning requirements.  Twenty-one conditions have been proposed, many of which were requested by residents, including a management plan, in the light of the experience at the Centennial Hotel.  These include house rules, noise control, behaviour control, damage to outside premises, no parties for functions on the premises.  However, Cr Rose Iser has indicated that she intends to press for more stringent conditions.
It was resolved to write to the City of Moonee Valley indicating that the Association’s preferred outcome is that the proposal be refused.  If the proposal is accepted, the Association requests that the Council complete a review within 12 months to establish whether conditions are being met.

5.  Vehicular traffic along Childers Street accessing the Simplot site
Justin Mansfield reported that a problem exists east of the final speed hump, where some vehicles accelerate towards the site entry.  This, combined with the chicane, and an awkward corner at Tennyson and Childers, presents a hazard to pedestrians and cyclists, especially going to and from South Kensington Station.  Donna Lancaster drew the meeting’s attention to other hazards for cyclists in the Kensington area.
It was resolved to draw this situation to the attention of the City of Melbourne Traffic Engineer, as well as the situation in item 6. Below.

6.  Traffic in Bateman Road
David Foo drew attention to a problem with traffic near the intersection with Hobsons Road, where new units are being erected.  Parked cars are reducing the width of the road at the new access point.

7.  Parking in the Holland Park area
Long-standing plans for the development of Holland Park involve shifting the parking now occupying the centre of the Park onto the perimeter.  About 80 new spaces will be created along the south (railway) Childers Street with 90 degree parking.  The Holland Park plan was developed after full consultation with community and sporting groups and is now proceeding in stages.

8.  City of Melbourne Focus community program
There is to be a meeting regarding the future of North Melbourne, West Melbourne and Kensington on the Wednesday 20 June, 6 to 7:30pm in the North Melbourne Town Hall, sponsored by the City of Melbourne.  A number of councilors will be present and will be available to comment on local issues.  Members were urged to take this opportunity to influence the future of our communities.

9.  Kensington Action Plan
Fiona Burnes reported that she had me with Council officers and discussed the Monitoring Report, item by item.  She will soon produce a draft response and circulate it for comment.

10.  Mr Ian Harris, City of Melbourne
Mr Harris communicated the following:  “Please pass on to the Association that my position, Manager Parks and Recreation, disappears in the restructure and so I will be leaving the Council at the end of June.  I would like to pass on my thanks to all those members of the Association that I have worked with.  I have found your Association very professional, well represents the residents of Kensington and a good group to work with.”  
It was resolved to write to Mr Harris to record our appreciation for the contribution he has made to Kensington via the development of parks and recreation, in particular, the extensive projects involving Holland Park, the benefits of which will continue into the future.
