Minutes of the meeting of the Kensington Association held on 2 July 2007

 1.  Notice of the Annual General Meeting

The Annual General Meeting of the Kensington Association will be held at 7:30 pm on Monday 6 August 2007 at the Holy Rosary School, Gower Street, Kensington.  All positions on the Steering Committee of the Association will be declared vacant and will be filled by election.  Nominations of candidates for election as Officers of the Association (Chair, Vice Chair, Secretary and Treasurer) shall be in writing signed by two members of the Association, accompanied by the written consent of the candidate, and delivered to the Secretary (David Ettershank) not less than seven days before the date fixed for the AGM.  Ordinary members of the Steering Committee may be elected at the AGM without prior notice.

 2.  Parking places on Childers Street – correction

At the last meeting it was stated that there would be about 80 parking spaces along the railway side of Childers Street.  In fact, about 120 spaces will be provided.

 3.  Re. development proposal at 50 Altona Street, Kensington Estate

The Association objects to aspects of this proposal.  A letter has been received from the Minister for Planning stating that, although the Association’s objections had not been forwarded by local member Bronwyn Pike’s office, the issues to which we object had been raised previously at public meetings and thus had been taken into account.  The Minister has approved the proposal, which retains aspects that we object to.  Members noted that the Minister being aware of general objections from public meetings was not the same as his receiving the Association’s specific objections, stated in our own terms.   It was also noted that Ms Pike has not yet clarified how it came about that the Association’s objections did not reach the office of the Minister for Planning.  For report at the next meeting.

 4.  Macaulay Road truck restrictions

Although there have been some improvements, it is apparent that many trucks are still breaching the daytime truck ban.  It was noted that the signage is deficient, in that at one site, it can be obscured by a large truck.  Cr Rose Iser (Moonee Valley) said that she would carry this matter further with City of Moonee Valley officers.

 5.  Reunite Kensington

The Chair, Richard Reilly, reported that the Panel to review the Kensington boundary between the cities of Melbourne and Moonee Valley will be announced in soon, there having been a delay, one nominee having to be replaced at the last minute.  The Association’s Reunite Kensington Campaign Committee (Fiona Burnes, Tony Dare, David Ettershank, Richard Reilly) has met and a campaign has been planned involving letter-boxing and door-knocking and a humorous publicity stunt, along the lines of the Santa Event during the successful Airport Rail Campaign that succeeded in gaining TV coverage on three channels.  Emails would invite members to contribute their time to the campaign.  Noted.

 6.  Police-Community Consultative Committee – West Melbourne

Association representative, Therese Fitzgerald, reported that there has been a sudden increase in the number of burglaries and car thefts in the City and inner suburbs.  It was agreed that members should be alerted via an email.

7.  North Melbourne recreational reserve

Association representative on the community consultative committee, Clive Gartner, reported that the final plan is close to completion and the committee will be reconvened soon to consider it.  Noted.

 8.  Proposal for backpackers development

Twenty-three conditions have been imposed on the developer, many of which were requested by residents who expressed concern that the premises might lead to problems along the lines of the Centennial Hotel.  The conditions include house rules, noise control, behaviour control, measures to limit damage to outside premises, and a ban on parties or functions on the premises.  A number of these conditions were achieved Cr Rose Iser.   The meeting thanked Cr Iser for supporting residents and achieving this satisfactory outcome.

 9. Neighbourhood Watch

10.  Proposed cross-city tollway

Kevin Chamberlin reported on the threat to inner suburbs of traffic seeking to avoid tolls on any proposed new route.  He said there is a distinct possibility of the traffic “bulge” currently around the Carlton/Richmond area tending to move west into Flemington.  Noted.

11.  City of Moonee Valley budget

Cr Jim Cusack reported several developments:  Neighbourhood houses will get direct funding, comprising a substantial increase.  Cr Iser is steering through some community safety measures, e.g. re-design and lighting for the rail pedestrian underpass at Pinoak Crescent.  The Council’s planning scheme will be reviewed and an open space plan commenced, both involving community consultation.  Capital works for Kensington include upgrades to Pridham Plaza, including a modern toilet and community arts project aimed at attracting use of the plaza by family groups.  Funds have been allocated to assist the Flem/Ken bowling club and associated community open space.  Contrary to the trend in some councils, Moonee Valley intends to continue direct management and subsidy of its four child care centres.  Noted.
