Minutes of the meeting of the Kensington Association, held on 3 March 2008 Apologies: Megan Davison, Paul Devereux 1. City of Melbourne Transition Committee The meeting welcomed Cr Brian Shanahan (Melbourne). He told the meeting that he would be chairing a Transition Committee to oversee the process of transferring the sections of Kensington and North Melbourne back to Melbourne, as directed by the Minister for Local Government. Groups such as the Kensington Association would be invited to participate and give advice. City of Moonee Valley councilors will have an open invitation to attend meetings. Regarding the redevelopment of the North Melbourne Football Ground and facilities, he said that the local community would continue to be engaged. He said that the MCC position was that the City should administer the non-football club facilities, perhaps sub-leasing to a body such as the YMCA to administer. Members thanked Cr Shanahan for his comprehensive briefing. He agreed to ensure that the Association was briefed on transition items that had already been resolved, to avoid going over old ground. 2. Hazards from chemical spills and fires The meeting welcomed Greens member of the State Legislative Council, Colleen Hartland, who presented a study based on the recent Tottenham chlorine spill and its impact on nearby communities. Emergency radio station ABC 774 did not broadcast timely information, and information such as the local council evacuation point was not widely disseminated. A key recommendation arising from the incident is the desirability of an emergency telephone messaging system, whereby people registering for the system would automatically receive a message in the case of an emergency. She said that the Greens would shortly put forward a motion to that effect in State parliament. Members thanked Ms Hartland for her presentation. The Association resolved to register its interest in the issue by writing to the relevant ministers and members. Ms Hartland promised to supply a copy of the Tottenham incident report for posting on the Association website (www.kensingtonassociation.org.au). 3. Proposed development along Hobsons Road As previously noted, the proposal involves a triangular section of land bounded by Hobsons and Kensington roads, the rail line and a boundary between a point at the intersection of the railway and the river, north to Hobsons Road. It is proposed to erect a 5-storey office block near the corner of Hobsons and Kensington roads, plus 45 factory units. The Association is concerned about height of the proposed office block, the number of factory units for the area of land and implications for the remainder of developable land along Hobsons Road. The MCC has informed Richard Reilly (Chair) that the current proposal is in need of major amendment. It is open to the developer to re-submit, addressing areas of concern. Also, the MCC has agreed to commence a Built Form Study for the whole Hobsons Road. Members queried whether the proposed use was consistent with the Municipal Strategic Statement and Kensington built form. These matters are currently being addressed. The KA will have input into the review. Traffic generated by development would exacerbate existing traffic problems in the Banks area. It was agreed to keep a watching brief on the situation. 4. School crossing in Gower Street David Ettershank noted that recent measures to calm traffic in the street had unfortunately resulted in a reduction in traffic to such a level that apparently the street no longer warrants a supervised school crossing outside Holy Rosary School. It was resolved that the Association would write in support of retaining the supervised school crossing, along with the return of the previous supervisor, who, through her knowledge of local children, had been effective in the role. 5. Traffic plan for Kensington Estate-Holland Park area David Ettershank and Geoff Cox reported that there have been further discussions about traffic and parking. They reported that parking spaces in several streets, especially Kensington Road and Altona Street, seem to have been claimed several times over by developers claiming that resident and visitors parking can be accommodated on the street. Traffic data from private consultants has, on occasion been contradictory, to the extent that different reports from the same consultants have presented contradictory data for the identical street. The MCC has now agreed to conduct its own comprehensive traffic and parking report. The Association resolved to commend the Council for its action in this matter. 6. Trucks in Macaulay Road As previously noted, numerous trucks are ignoring the 7am to 7pm restriction. Association representative, Therese Fitzgerald, agreed to raise the matter again at the West Melbourne Police-Community Consultative Committee, where police have already indicated they would support another campaign against offenders. 7. Train services to Kensington The new Connex timetable was discussed, including key gaps in the morning and afternoon peaks produced by express trains that bypass Kensington. It was agreed to hold this matter over. It was also reported that the local newsagent had discontinued stocking Metlink tickets. It was resolved to ask Metlink to arrange for other suppliers in Kensington, and that the Association would make its own enquires about suitable outlets. 8. Trees Bellair Street: David Ettershank reported that some 57 residents attended a public meeting convened by the City of Melbourne. It was reported that most of the plane trees between Arden and Ormond Street were in a dangerous state and would need to be removed. The Tree Planning Department favoured a plan to remove all trees, and replace them with advanced plane trees while taking the opportunity to create a system to filter and retain storm water. The outcome was that the arborist agreed to supply more information, prior to convening another public meeting. This report has now been completed, which gives a tree-by-tree analysis. It was resolved that the MCC officers should be commended for being willing to subject themselves to direct scrutiny on what was bound to be an emotional issue. It was agreed to post the tree-by-tree report on the Association website. Stock Route: Clive Gartner reported that elm trees along the Stock Route are showing stress, perhaps from elm leaf beetle. He said that the council had addressed the problem some years ago, and it seemed time for another action. It was resolved to contact the Council arborist about the matter. 9. Moonee Valley area items With regard to the Centennial Hotel, Cr Rose Iser (Moonee Valley) has informed the Association that a few people are still resident in the hotel, while efforts are being made to find suitable accommodation for them. The speed humps in Rankins Road and Eastwood Street have now been repainted correcting a possible safety hazard, and several derelict cars have been removed. The Association thanked Cr Iser and Council officers for their attention to these matters. 10. The Big Craic Holy Rosary Primary School will again hold its fund-raising event, The Big Craic. It will be a multicultural celebration featuring live music from The Colonials plus Irish dancing, Vietnamese singers and a karaoke disco. The event will be held on Saturday 15 March, 6 to 10pm at the school. Tickets from Erinbank, Bellair Street, or at the School on the night. Noted.
