Minutes of the meeting of the Kensington Association held on 5 May 2008

1.  North Melbourne Spring Fling festival
Kristie Walker, Festival Director, alerted members to the 30th annual festival, to be held on Sunday 26 October.  Members thanked Ms Walker, and it was agreed to distribute information, when available.

2.  East-West tunnel proposal by Eddington Report
Justin Mansfield of the Association's Working Party briefed members about the proposed tunnel plan, and its possible impact on Kensington, based on sections of the Engineering Report.   It appeared that Holland Park is to be seriously affected, first as a "staging area" during construction, and then permanently, with the main western portal (entrance/exit) to be located in the north-east corner of Holland Park, and, according to the Engineering Report p. 75, an "open cut" or 'slot' carrying the expressway south, requiring bridges over the 'slot' at Childers Street and the rail line.  This implied a 6-lane open cut from the portal across Holland Park, whereas elsewhere, there is reference to Holland Park being restored.  He presented a photographic mock-up of how Holland Park would look if the 'slot' cut across it, to the consternation of members.  It was resolved to double check the information.  The Working Party was scheduled to be briefed by Department of Infrastructure representatives on 8 May.  It was also planned to hold a public meeting at which local Members of Parliament and DOI representatives could answer questions about the plan.  Members expressed their serious concern about the impact on Holland Park, impacts on Flemington at Citilink, as well as the high level truck link from Smithfield Road across the wetlands towards the docks, and the use of Royal Park as another 'staging area'.   They also voiced their general opposition to the East-West Tunnel in principle, citing pollution, encouragement of more traffic, detriment to public transport, green impacts and suspicion about public-private projects.  It was agreed that the Association should ally itself with other like-minded groups to campaign against the Tunnel.  A number of members volunteered their skills, time and professional advice to advance the campaign.  The Working Party to carry the campaign forward.
 
3.  'Wheels and Heels' survey
Therese Fitzgerald briefed the meeting on the recent survey of Kensington residents about cycling and walking options in Kensington.  A sausage sizzle had been set up and passers-by surveyed.  The results are expected soon.  Noted.
 
4.  Eastwood-Chelmsford-Elizabeth Street 'rat run'
Joan Melville informed the meeting that residents in those streets are organizing to protest about 'rat runners' in the a.m. peak, who ignore the 'no right turn' sign at Macaulay Road.  Also, many vehicles were violating the one way access from Chelmsford to Elizabeth Streets.  It was agreed to write to the City of Melbourne in support of the residents.
 
5.  Vehicles violating the road closure at Tennyson-Childers Streets
Members reported many violations, with driver apparently shifting barriers to gain access.  It was agreed to write to the City of Melbourne about this matter.
 
6.  "Green Kensington" and "Kensington Story" brochures
It was agreed that Tony Dare should handle arrangements with Holy Rosary School and Kensington Primary School to produce these brochures with collaboration from school students.  This project is funded by the City of Melbourne Community Information Support grants.
 
7.  North Melbourne Recreation Reserve development
Association representative Clive Gartner reported that plans are well advanced and funding of $11.7m in place.  There will be community facilities including an indoor basketball/soccer court, an Olympic-quality venue for Fencing Victoria, a small gym and community meeting rooms, to be administered by a group such as YMCA.  Adjoining accommodation will be leased to the North Melbourne Football Club on a 21 year lease.  Members thanked Mr Gartner for keeping across these developments on behalf of the Association.
