February 2009

Minutes of the meeting of the Kensington Association held 2 February 2009

Apologies: Donna Lancaster.

The meeting was advised that Donna was resigning from the Association due to moving out of the area.  The meeting thanked Donna for her contribution to the Association.

1.          87 Rankins Road – Centennial Hotel site

The owners of the Centennial Hotel site have lodged a planning application with the City of Melbourne to knock the building down and construct 18 apartments on the site.  It appears that no part of the current building will be retained apart from the north boundary wall.  The plans also include an innovative “car stacking” parking system.  The planning application may be viewed here: http://www.melbourne.vic.gov.au/icompasweb/Detail.asp?AppId=46515922

A range of concerns was expressed around the nature of the development, though the general sentiment was that not enough was known about the details of the development.

The meeting resolved to discuss the issue further at the March meeting.

2.          Racecourse Tavern development

The 17 storey, 90 apartment development on the Racecourse Tavern site was discussed.  The Flemington Association will be invited to the March meeting to explain the proposal in more detail and to discuss any support they may seek from us.  The Chair to find out more information on this proposal and report back at the next meeting.

3.          Soil in Holland Park

There are currently large mounds of soil in Holland Park for use in the redevelopment of the car park area.  The soil is supposed to be clean fill but asbestos has been found in it.  The Council has sent an industrial hygienist to investigate who advised that the asbestos is of a non-friable hard sheet variety (i.e. it shouldn’t break up).  There is a health assessment pending.

The meeting resolved to advise Council we would like it removed.

4.          “Kensington Stories” and “Green Kensington” brochures

Through the Association’s Community Information Grant, the students of Holy Rosary have produced a “Kensington Stories” history brochure and Kensington Primary School has produced a “How to Make Kensington Green” brochure.  They both contain much useful and interesting information.  They will be included in future “Welcome to Kensington” kits.  See also new websites:

5.          Parsons Reserve

There have been recent issues with anti-social behavior at Parsons Reserve going long into the night and disturbing adjoining residents.  The matter will be raised with the Police Community Consultative Committee.

6.          Arden Street Redevelopment

Work has now commenced on the redevelopment of the Arden Street reserve.  The work is expected to take approximately 1 year, with a completion date of early 2010.  We look forward to this facility becoming a great asset for the local community.

7.          Kensington Estate Redevelopment

The next stage of the redevelopment, 72 Ormond Street (cnr of Derby) now has plans for discussion.  The master plan states that the development on the site should be 3 stories and provide 45 units.   The plan submitted is between 4-5 stories and contains 80 units, clearly much more than envisaged.

The Association is raising the matter with the Office of Housing and the Minister.

8.          9-15 Childers Street

An application had been made to build 4 units of 3 stories on the vacant land at 9-15 Childers Street.  Due to the intervention of Association members, Council has now amended the plans to a more acceptable development of 3 units of 2 stories in height.  Members congratulated residents who had achieved this satisfactory outcome.

9.          Community noticeboard

Traditionally, Macaulay Credit Co-op maintained a Kensington Association community notice board.  Since MECU took over, the notice board has disappeared. It was resolved that the exec would enquire further into this and report back at the next meeting.

It was suggested that members who are customers of MECU might let staff know that they are concerned at the disappearance of the notice board.
