Minutes of the meeting of the Kensington Association held 2 March 2009

1.  Kensington Estate Development Stage 10C

Officers of the Department of Housing addressed the meeting about the proposed development on the corner of Derby and Ormond Sts.  What the Department has approved for building on the site is somewhat different from what was originally allowed for in the Kensington Estate master plan.  The original plan allowed for 45 units in a 3 storey development on the site.  What has now been approved is 88 units in a development 4-5 stories in height.

Becton believe that the previous plan was unviable in the current market due to it being largely made up on large units that would retail for $500 000 plus.  Developers are having difficulty selling units at this price range in the current financial market.

The Department believes that there are valid reasons for approving this higher density development, namely:

·        The revised development allows for underground parking, including visitor parking

·        The revised development will be set back 4.5 metres rather than 1.2 metres from the street

·        The revised development will contain lifts, allowing much better access and egress for older and disabled residents

·        There is more and better quality open space allowed for in the revised development including space for allotments for public housing tenants

·        Additionally the Department has negotiated for 15 community housing units on top of the proposed 15 public housing units for the development.

The Department also believes that through later stages of the development that they will be able to ensure that the total development on the site complies with the master plan limit of 651 units.

The meeting passed the following resolution:

The Kensington Association expresses its appreciation to Mr Ed David, Director of Property Services for the Office of Housing for his presentation regarding stage 10 C of the Kensington Estate Redevelopment.  Notwithstanding this representation, the Association reaffirms its previous position on stage 10 C, namely that:
    ·  The development proposal is not consistent with the approved planning overlay particularly with regard to the number of units, the height of the building and the lack of integration with the surrounding streetscape.

    ·  The proposal creates a dangerous precedent for future stages of the site, particularly the global limit on development of 650 units

    ·  The proposal should be rejected until such time as a design response, broadly consistent with the approved planning overlay is produced.

It is highly regrettable that the Office of Housing has rejected the request of both the Kensington Estate Community Liaison Committee and the Kensington Association to withhold approval of the Becton application pending a more appropriate design response.  It is reprehensible that this decision was made without prior consultation with either the Community Liaison Committee or the Kensington Association.

Accordingly, the Executive of the Association is authorized to continue negotiations over stage 10 C and to withdraw from the Kensington Estate Community Liaison Committee if these negotiations prove fruitless.

Members are encouraged to attend the public consultation to be held on March 24 at 7:30 PM at the Community Hub, 94 Ormond Street.   Carried Unanimously

2.  Centennial Hotel Redevelopment

Information has been circulated to residents around the Centennial Hotel about the proposed redevelopment.  No further action is proposed at this time

3.  Racecourse Tavern Redevelopment

The traffic and public transport issues surrounding the proposed 27-storey redevelopment of the Racecourse Hotel site were discussed.  Concerns were expressed surrounding possible increases in traffic congestion in Smithfield Road on additional crowding problems on the Craigieburn line and the number 57 tram during peak hour.  It was agreed that the Association would make its concerns known by making a submission in the planning process.

4.  Childers Street Traffic

The Melbourne City Council has responded to concerns around speeding traffic along the railway line in Childers Street.  They are proposing to remove the current small speed humps and replace them with larger “Watts Profile” speed humps.

The meeting expressed satisfaction with Council’s prompt action.  It was resolved to ask the Council to look at the need for further speed humps in Childers Street between Tennyson and Ormond Streets.

5.  Community noticeboard

The Macaulay Credit Co-op provided a community noticeboard but since MECU took over the credit union, it has disappeared.  There has since been correspondence between the Association about restoring the noticeboard and MECU have proposed conditions, including no Association minutes displayed on the noticeboard and no political material, including information about local campaigns.

It was noted that MECU’s website contains the following:  “Following in the footsteps of our pioneering founders, mecu is responding to the needs of our community in the true spirit of cooperation.”

Resolved that the Association will write to MECU and ask them to review their position.

6.  Services in the part of Kensington formerly part of Moonee Valley

Concerns have been expressed about changed service provision in that part of Kensington previously part of the City of Moonee Valley.  Specifically, there are issues around collection of green waste, road sign and street maintenance.  It is understood that the City of Melbourne is currently performing an audit on this section of Kensington and that there is a maintenance backlog.

The Association to seek a briefing from the Council on its plans for this section of Kensington.

7.  General Business

Parsons Reserve – the drinking issue continues.  The matter will be pursued with the Police Community Consultative Committee.

Holland Park dirt issue – the contaminated soil is now covered and fenced.  We are now awaiting the environmental hygienist’s report on what should occur to get rid of it.

We are pursuing a new traffic survey for Macaulay Road.
