Minutes of the meeting of the Kensington Association held on 4 May 2009

1.  Speed limit on Macaulay Road
The Association maintains a watching brief on traffic through our suburb.  There appears to be significant speeding in breach of the 40 kph speed limit in the Macaulay Road shopping strip.  Members noted that there could be possible confusion arising from 40 kph past Kensington Primary School, the 50 kph sign on Epsom Road at the Kensington Road intersection, followed by another 40 kph sign around the corner at the top of Macaulay Road.  It was agreed our representative, Therese Fitzgerald, would raise these matters at the Police-Community Consultative Committee (PCCC).

2.  Parsons Reserve
The Association regards crime prevention and public safety as key issues.  Some residents have complained about drunken and unruly behaviour in the Reserve.  It was agreed to raise this matter both at the PCCC and with the City of Melbourne to ascertain what can be been done.

3.  Community Resource Grant (CRG)
The Association appreciates the generosity of the City of Melbourne in its continued support local organizations via its CRG initiative. It was agreed that the balance of the 2009 grant would be used to update and reprint the Association information leaflet and to revise our website.  For the 2010 CRG application (due on 22 May), it was agreed that the Association would apply to produce a Community Services Directory for Kensington.  Tony Dare to coordinate these actions.

4.  Association emails
It was noted that recent emails have contained information about green waste, as well as a call for volunteers to assist with distribution of the Flem/Ken News.

5.  Bicycle rack at Kensington Station
Committee member and local cycling enthusiast, Clive Gartner, has drawn the attention of the City of Melbourne that there is no appropriate place to secure bicycles at Kensington Station.  He has requested that a rack be installed in Bellair Street near the station.  It was agreed that the Association would write to the City of Melbourne supporting this request.

6.  Development proposal for the site 1 to 39 Hobsons Road
The developer has applied to VCAT for a ruling.  The Association opposes inappropriate development.  It believes that the density of the proposed development is too high.  It was agreed that the Association will register its interest with VCAT and seek further information from the City of Melbourne.

7.  Proposed re-zoning of Racecourse Road
We understand that the section of Racecourse Road from The Quiet Man to Stubbs Street is proposed for re-zoning.  It was agreed to ask Cr Cathy Oake whether she has discovered any further details about this matter.  

8.  Proposal for higher density development for greater Melbourne
Reports in The Age indicate that there are proposals to allow denser development (up to 8 storeys) along tram and bus routes.  It was agreed to seek information from the City of Melbourne about the status of this proposal, including possible implications for Kensington, Macaulay and Racecourse Roads.

9.  Opening of the redeveloped Kensington Community Children's Co-operative
The Co-op, which has been extensively redeveloped, is to be officially opened soon, at a date to be fixed.  In view of the escalating demand for places, the Association has long supported proposals to extend child care and pre-school education in Kensington.  The Association extends its congratulations to the Co-op on reaching this milestone.

10.  Spoil in JJ Holland Park
The Association will seek further information about the piles of waste soil in the Park.

11.  City of Melbourne draft graffiti policy
It was agreed that Geoff Cox will draft the Association's response.

12.  Replacement tree
Clive Gartner observed that a large oak tree that had been removed from the corner of Gatehouse Drive and the Circuit has not yet been replaced.  It was agreed to ask the City of Melbourne about what is planned.

13. City of Melbourne electoral system
It was noted that the Council has supported the Coalition of Resident and Business Associations (CoRBA) campaign for structural and electoral reform in Melbourne.   The resolution calls upon the Minister for Local Government, Hon Richard Wynne, to immediately commence an electoral and structural review.  The Association acknowledges that there has been widespread disquiet with several aspects of the current system, for example, votes for owners of marina berths and individual parking bays.  It was agreed that the CoRBA executive should be congratulated for achieving success in the campaign, which we hope will give an opportunity for public consultation.
