Minutes of meeting of the Kensington Association 12 April 2010

Vale – Henry Wray

The Chair noted the passing of Henry Wray. Henry was a long time Kensington resident and until only recently, was a regular attendee at Kensington Association meetings and events. David expressed the Association’s sympathies to his family.

Agenda Item 1 – Membership Secretary

Having called for interested residents to consider nominating for the position of Membership Secretary on the Steering Committee, the meeting was pleased to hear that local resident Chris Dwyer has agreed to put his hand up to fill this position. He will shadow Tony Dare for a period of time to ensure he’s fully across membership duties.  As there was only one nomination, Chris was duly appointed to the role.

Agenda Item 2 – Service Directory

Fiona McAlpine reported to the meeting on the KA Services Directory and the plans to produce a new document. Fiona is being employed by the KA to undertake this project. The last time funding was secured for this project was in 2003. This year, the document will be for not for profit organisations only.  If anyone knows of any NFP organisations that may wish to be included in the directory, please notify the Secretary.

It was suggested that some notices be produced to advertise the preparation of the directory. Fiona to organise this. The new directory will be printed at the end of August 2010.

Agenda Item 3 – Cheryl Way from the Kitch Café and the Kensington Traders’ Association spoke to the group about what they’re up to and encouraging closer communication between the two groups. It was suggested that a new community notice board should be sourced and that the traders should be part of it.

Cheryl suggested that a traders’ retail map or pamphlet be produced and inserted into the “Welcome to Kensington” kits. There was discussion about a potential street festival and website being organised to encourage people to use the Kensington Village more. Parking was identified as a constant issue; really an issue for traders, residents, visitors and customers. Home-based workers were identified as a key group that the traders were going to target as potential members this year.

Action: the Chair and the Secretary to write to the MCC seeking support for a community notice board.

Agenda Item 4 – Municipal Strategic Statement (MSS)

Sharon I and David E participated in a recent meeting at the MCC on the proposed draft MSS. The MSS is in draft at this stage and will be exhibited in one month. The MSS is the highest level strategic document for planning and business purposes with an outlook of approximately 5-20 years.

It MSS deals with a range of issues including urban renewal plans and rezoning issues, areas that are in need of urban renewal, under developed or derelict sites. Areas of Kensington fit this description and major urban renewal areas are identified on both our southern and eastern boundaries.  The MSS will be exhibited for 28 days in the near future. The KA needs to put in a submission prior to the closing of the submission. We need to ensure we don’t miss this window to address the exhibited document.

Action: This matter has been referred to the Executive for action. The Executive will consider a proactive response to this draft MSS. The Executive will ask council for resources and commence a response and report back to the next meeting.

Agenda Item 5 – Elizabeth Street

This item was dealt with in depth at last month’s meeting. Tony Dare attended a City of Melbourne planning meeting and spoke in support of residents.  Geoff C attended a meeting of Council on this matter. Council said that there should be a consultation between KA and the developers of the site. A meeting is to be organised and we are to report back to Council post meeting for a decision.

Agenda Item 6 –98-108 Rankins Road

There was discussion on the proposed 4 storey apartment development in Rankins Road. Apart from excessive bulk, parking is already a serious problem around the area, with residents very concerned about the parking situation once the development is complete.  There will be a 2 storey carpark in the basement of the development, but with access only from the rear alley. There has been a request for a reduction in car parking spaces from that required by Rescode.

We need to wait for the plans to be advertised, but there needs to be a real groundswell from the most affected residents for there to be any movement on heights, parking etc.  There is concern that such a development would create a precedent for future developments and that as such, we should be opposing the height of this proposal.

Agenda Item 7 – Hobsons Road

As per last meeting, Richard R reported that he has written to and appeared before the Chair of the Directions Hearing asking that the KA be now included as a participant in the Planning Panel relating to the proposed planning scheme amendment for Hobsons Road. This request was approved.  As such, he will be presenting next Tuesday to the Planning Panel established to determine whether an amendment to the planning scheme should be approved. Richard will report back to the next meeting on this matter.

Agenda Item 8 – Kensington Estate

There was further discussion on the status of the Kensington Estate. As we’re all aware, the developer proposal is 100-120 units greater than originally permitted. The KA has spent very considerable time on this matter over many years.

There are plans for a number of two story terraces to be built, with those in Henry Street being reduced from 4-5 stories down to 2.5 stories. The question was asked whether it was time to settle this matter.

The KA has put its final position to the Minister on this matter, with the Chair and Matt having a 1.5 hour meeting with the Minister recently, which included a tour around the estate.  The KA position includes the need for a traffic management study of the estate redevelopments impact –conducted by and under the supervision of the City of Melbourne.

Agenda Item 9 – Eastwood Street

The secretary discussed some proposed plans initiated by the Flemington Association relating to the beautification of Eastwood Street, south of Racecourse Road to McCauley Road. The funds to undertake this work to come from the Flemington Association, Vic Track, Vic Urban and the MCC.  It was suggested that Burns speak to Ian Shears from the MCC relating to this proposal. Burns to undertake some preliminary costings (for plants, trees etc) for this proposal.

Agenda Item 10 – Freight Yards

Geoff C reported that the new sirens introduced by Pacific National in the Sth Dynan freight yards had reduced siren noise and nuisance significantly. There are still a number of other sirens however causing continued concern.  The meeting congratulated Geoff C and Therese and others within the working group for all the work that has been done on this issue for many years.
