Minutes of meeting of the Kensington Association 3 May 2010

Agenda Item 1 – Building development in Rankins Road
Tony Dare reported that the word is getting out to nearby residents about this development at 98-108 Rankins Rd (site of the tyre and battery business).  A 4- storey, 26-apartment block is proposed.  Residents are concerned about the size, height and parking implications.  Council planning officers commented on the scale of the building, which is massive compared with nearby houses and apartment blocks.  When the proposal is advertised, residents will have only 14 days to respond.  The Association is recommending that anyone concerned about this proposal should put in an objection.  Flyers will be distributed with information about how to lodge an objection.  People can also forward their email addresses to the Association via This e-mail address is being protected from spambots. Agenda Item 2 – Liquor permit for 12 Elizabeth Street
As reported last meeting, Tony Dare attended the Planning Committee meeting of Council where this issue was discussed.  Councillors agreed to hold a public meeting where the views of the residents and the developer could be more fully canvassed.  In the event, the Association did not hear about, and was not invited, to the meeting.  Nevertheless, the Association sent a letter the Council asking for residents’ concerns about parking be taken into account.  Cr Jennifer Kanis said that at the April meeting of the full Council, the planning permit was approved, with 17 conditions, plus a promise that a parking survey would be conducted to see if there was a need for resident-only permit parking in the area.

Agenda Item 3 – Kensington Estate
David Ettershank reported that he and Matt Hammond had attended meetings with the Minister Hon Dick Wynne and Advisor Paul Erikson in an attempt to reach an agreement on the number and form of units to be built on the final parcel of land in the Estate.  The Association maintains that the original agreement provided for only some 60 units.  Becton, the developer, asked for 217, later reduced to 125.  The Association was prepared to negotiate provided that there were appropriate height limits and setbacks.  Despite talks that appeared to be closing the gap between the two sides, the Government has refused the Association request that housing in Henry Street be of an appropriate height, and negotiations have now ceased.  It is unclear how many units the developer will be granted.  Members expressed disappointment that the Government had abandoned community expectations when agreement seemed close.

Agenda Item 4 – Redevelopment of Doutta Galla Community Health Centre
Leslie Hoatson reported on her meeting with the Chief Executive Officer, Kaz Healy.  Following a promise given before the last State election, the Government has completed a planning study for a new health centre for Kensington   It has been suggested that it is now time to get an agreement on when a new Centre will be constructed.  Leslie reported that for the time being it is unclear who will have responsibility for funding health centres.  Meanwhile it was agreed that the Chair would approach local member, Hon Bronwyn Pike to explore what the Government has in mind regarding a new health centre for Kensington.

Agenda Item 5 – JJ Holland Park
Cr Kanis reported that the redevelopment of the Park is proceeding, but slower than hoped.  The builder redeveloping the Venny has left the project and a new builder needs to be appointed.  Installation of the synthetic turf soccer pitch will commence soon.

Agenda Item 6 – Victorian Government Transport Plan
Matt Hammond reported on a recent meeting where several matters relevant to Kensington were raised.  The plan includes a new set of rail lines from North Melbourne to Footscray to increase the capacity of the route for country trains.  The tracks would be sited on the Dynon Road side of the existing lines, therefore there should be little impact on Kensington.  However, the route of the proposed new Footscray-Parkville-Domain underground metro railway is potentially of concern.  It appears that the route may be overground from Footscray to South Kensington, then branching into an underground tunnel portal at South Kensington, posing a similar threat to the aborted East-West road tunnel project.  Depending on track alignment, it is possible that a proposal requiring the use of Holland Park as a tunnel entrance, or compulsory acquisition of some housing in South Kensington for the rail tunnel entrance could be reasonably envisaged.  It was agreed that the Association would maintain a watching brief on the transport plan.

Agenda Item 7 – The Municipal Strategic Statement (MSS)
The MSS deals with a range of issues including urban renewal plans and rezoning issues, areas that are in need of urban renewal, under developed or derelict sites. Areas of Kensington fit this description and major urban renewal areas are identified on both our southern and eastern boundaries.  The draft is now available for public submissions and Association intends to participate in the process.  The Executive will consider a proactive response to this draft MSS. Cr Kanis agreed that it would be appropriate for the Association will ask Council for resources to prepare a response.  It was agreed to invite Rob Adams Director of Design and David Mayes Council's Strategic Planning Team Leader to attend the 7 June Association meeting to brief members about the MSS.  As the North-West Melbourne Association has also expressed interest in a joint submission on the MSS, it was agreed to invite their representatives to attend.

Agenda Item 8 – Planning for the forthcoming State election
It was agreed that a small group would devise a questionnaire to seek resident opinion on what are the major issues of interest to put before candidates for the election.
