Minutes of the Annual General Meeting of the Kensington Association 2 August 2010

The meeting was chaired by Kensington Association Chairperson David Ettershank, who welcomed Ian Shears and his arboreal colleagues from the City of Melbourne.  He also welcomed the State Member for Melbourne, the Hon Bronwyn Pike, MLA and her advisor, Mr Davydd Griffiths as well as the ALP Candidate for the Federal Electorate of Melbourne, Ms Cath Bowtell.

Agenda Item 1 – MCC Greening Strategy
Tanya McLeod from the tree planting unit of the MCC gave a presentation to the meeting relating to the Council’s proposed strategy going forward for tree planting and how they’re dealing with the loss of trees given the drought.  Tanya indicated that ideally only about 10% of trees would be classified in the ‘over mature’ category.  Unfortunately, many elms in the Melbourne area planted in the 1850s mean that we have over 90% of trees in the ‘over mature’ category.  The MCC does audits of the tree population in Melbourne and have built up an impressive knowledge of the local tree population. There are four categories for the health of a tree – healthy, decline, at risk, dying (trees in this category are removed).  Kensington has had a recent street audit, in streets such as Bellair Street and Wolseley Parade and particularly of trees in the old Moonee Valley parts of Kensington.  Many trees are unwell in our area and with recent tree removals, gaps are becoming more prominent in our streetscape.
The MCC has an “Urban Forest Strategy” which aims to manage and adapt the landscape and inform and consult residents. The latest research indicates that an increase in canopy leaves and coverage by 10% can equate to a reduction in ground temperature of up to 34%. Clearly, trees help cool our urban environment, amongst other things.  Between 2003 and 2010, 16 streets in Kensington have been assessed in relation to their tree coverage and health. There is a plan to ramp up new tree planting in Kensington.  A new plan covering 2010-2020 has been finalised, with more opportunities in the Kensington area being identified for tree planting.  In McCracken Street for example, 16 trees have been replaced in Part 1 of the renewal plans.  In 2010-11, there are plans to renew small reserves located in the suburb, meaning trees, turf and playground equipment in areas will be renewed.

Agenda Item 2 – The Kensington Association Survey
The meeting heard that the Kensington Association Survey is available online and in hard copy. To date 140 responses have been submitted.  It closes on 23 August 2010.

Agenda Item 3 – Footscray-Parkville metro rail tunnel
This is a Metro Line issue with Matt, Geoff, David and Corey meeting with members of the new Metro tunnel team. The Association is not sure at this stage the exact route of the proposed tunnel, only because the project team isn’t sure itself.  A submission is due by 17 September to the tunnel team for consideration. The KA has a sub-committee working this matter and they are awaiting further information from the Metro Tunnel team.

Agenda Item 4 – Cath Bowtell, ALP Candidate
Cath Bowtell, ALP Candidate for the Federal seat of Melbourne in the Federal election, addressed the meeting and took questions.

The monthly meeting was closed at this stage and the Annual General Meeting commenced
The Chair reported to the meeting that it had been a big year in 2009-10, with a number of campaigns being run. It had been a very pleasing 12 months with the work the Steering Committee had undertaken and the outcomes achieved.  He thanked the outgoing Steering Committee, who had given much time and effort to the work of the Association in the past year.
The Treasurer then spoke on the organisation’s finances. Membership is strong, with a small surplus being recorded of $955. He thanked the work of those who’d gone before him.

Chris Dwyer, the Acting Membership Secretary, gave the membership report.  Chris indicated that we had 46 new people join the Association in the last 12 months.  He is proposing a new membership drive and strategy that will aim to target those old members that haven’t renewed their membership. He will be preparing membership survey along these lines.

Agenda Item 5 – Election of new Steering Committee
Current Chairperson, David Ettershank, then vacated the Chair.  The current Vice-Chair, Tony Dare, initiated the election process declaring all positions vacant.  Nominations for all positions were called for, with David Ettershank being nominated for the position of Chair.  He accepted the nomination, and there being no other candidates for the position of Chair, he was elected by acclamation.
