Minutes of meeting of the Kensington Association 6 September 2010

1. KA pre-Election Survey The Association's community survey project is very near completion. At the time of meeting the final surveys were being collected and the survey closed on 8 of September. The initial findings of the survey are to be the subject of an article in the next edition of the Flem/Ken News. More detailed results will be available once the comments and written responses have been fully collated. The survey has also had the unexpected consequence of producing a flurry of new memberships to the Association. The Association welcomes all the new members that have signed up as a result of this survey. This has been a big undertaking for those involved; thanks are due to everyone involved in the drafting, coding and data entering of the survey. Thanks also to those who continue to work on collating and presenting the survey results. Special thanks to the large number of people who volunteered to distribute the survey into letterboxes across Kensington and to the traders who facilitated the drop-off boxes.
2. Kensington Community Services Guide The Association project to produce a comprehensive directory of all not-for profit organisations or services that operate in Kensington is reaching its final stages. The project is funded by a City of Melbourne grant. The guide is undergoing editing and layout/production work and is on track to be printed later in the year. Members said that the guide is looking very impressive at this draft stage and is a credit to the hard work put towards it by the members of the project team, led by Tony Dare.
3. Municipal Strategic Statement The City of Melbourne's Municipal Strategic Statement (MSS), which details the medium term overall planning strategy for the City, has extended its deadline for submission to 20 September. The Association will be making a submission. Kevin Chamberlin and David Ettershank reported on their meeting with CoRBA where they raised the following concerns on behalf of the Association.
* Low information content of MSS, a very ‘bare-bones’ document. * No references to the different suburbs and communities that exist within the City of Melbourne boundaries, treating them homogeneously. * No definition as to what the MSS operating definition of 'amenity' is. * The very general definition of 'mixed use' zoning that appears to permit almost any conceivable use within the areas so rezoned.
CoRBA delegates agreed on these points and will be making their own submissions regarding the MSS David Ettershank commented on the absence of a clear Melbourne-specific 'story' or theme in this MSS compared to prior MSSs. Kevin Chamberlin spoke of the meetings he has attended with CoRBA on the MSS and how the statement was very much a State Government and City of Melbourne co-project with the State having a significant level of input into the document. 4. Building development proposal for corner of Racecourse Rd and Nottingham St The current proposal is for a 5-storey residential apartment building. Potential issues discussed by the meeting include:
* overshadowing/overlooking of surrounding dwellings, especially the apartments located behind The Quiet Man pub and the nearby houses * the proposal having significantly less off street parking than required by RESCODE.
Burns McGibbon has overseen the submission of our concerns to the City of Melbourne and has been in direct contact with the planning officer responsible to voice the Association’s concerns. David Ettershank informed the meeting that he has spoken with Councillor Peter Clarke, who intends to call this planning proposal in to the Council planning committee.
5. Proposed apartment development at 85-87 Lambeth Street TP-2010-594 Proposed redevelopment of existing warehouse into 14 apartments contained within a three-storey building envelope and a waiver of car parking. Potential issues discussed by the meeting included:
* RESCODE parking requirements for the development not being met. * Potential detrimental impacts on parking availability and traffic flow through Lambeth St
The meeting proposed that the Association work with residents in the area directly affected to identify any concerns they may have and provide assistance to residents who may wish to make objections regarding this development
6. Final stage of Kensington Estate Stage 10 A & B of the Becton Development of the Kensington Estate is now at the stage where the proposal is undergoing review by the City of Melbourne. David Ettershank informed the meeting that he has discussed this with Councillor Peter Clarke, who shares the Association’s concerns and these will be reflected in the Council’s response.
The Association continues to hold that the proposed number of units (129) is too large, being twice the agreed-to number when the project was originally planned, and that the Henry Street frontage would be 3 and 4 storeys, presenting existing Henry Street residents with large, overlooking structures.
7. Kensington public housing tenants’ involvement David Stranger proposed that the Association work to increase awareness of the organisation among the public housing tenants in the area, as they have a lot they could potentially contribute to the Association. Membership secretary Chris Dwyer and Communications secretary Tony Dare agreed to work with David towards this.
8. JJ Holland Park upgrade David Ettershank reported on the most recent meeting of the JJ Holland Park Committee and the progress being made on the park upgrades. The synthetic field currently being installed is expected to be completed in October. A builder has been secured to finish construction works at the Venny, meaning that the works on the Venny will be able to be fully completed. Continued monitoring of asbestos on the worksite has not revealed any problems (the soil under the park has some asbestos contamination due to the area having previously been a tip). $800,000 has been awarded for design/preliminary work on the refurbishment of the Bill Vanina sports pavilion in the Park. Installation of new upgraded lighting is complete for the ovals and is nearing completion for the paths in the park.
9. Arden–Macaulay Structure Plan consultation Geoff Cox spoke about the Arden–Macaulay Structure Plan consultation. The role of the Arden Macaulay Structure Plan is to set out a clear framework to sustainably manage the renewal of this area. This plan will focus on the industrial areas of Kensington. The approximate areas involved are between Racecourse Road, Rankins Road and Macaulay Road and Moonee Ponds Creek and all the area between the Railway line, Macaulay Road and Moonee Ponds Creek. A Public meeting has been convened for the 15 September and Association reps will attend. 10. Melbourne Metro - New Rail Tunnel The Association is still awaiting a technical study from the Metro Tunnel engineering team, which would contain an estimation of the location of any tunnel entrance for the proposed underground Metro Tunnel train line. David Ettershank reported that he had been in contact with the engineering team and they stated that they intend to get this information to the Association before the 17 September, a deadline for submissions regarding the location of stations for the line. It was proposed by Geoff Cox that he co-ordinate with Tony Dare to create a summary of the issues and the Association's concerns surrounding the rail tunnel for distribution to the membership. This would be accompanied by a link to and explanation of the process for making a submission to the process to encourage interested or impacted members and residents to make submissions.
11. Special Projects position filled Geoff Cox expressed his interest in filling the position of Special Projects on the Steering Committee of the Association that was declared vacant at the AGM of the Association. The Chair accepted his nomination. There being no other nominations for the position, Geoff was elected by acclamation to the position.
