Minutes of meeting of the Kensington Association 4 October 2010
1. North Melbourne Recreation Reserve The Kensington Association's representative on the North Melbourne Recreation Reserve Redevelopment Community Consultative Committee, Clive Gartner, announced that the final meeting of this Committee was held on the 20 September as the project is virtually complete, and the Committee had fulfilled its purpose. Melbourne City Council Parks and Gardens will now have full responsibility over the management of the Reserve. Clive then reported on the current state of the project. The redevelopment of the area surrounding the Arden Street oval and headquarters of the Kangaroos AFL Team is now in its final stages, only requiring completion of an outdoor ‘Futsal’ playing ground, an outdoor exercise area and tree plantings. A 24-hour gym, open to the public and administered by the City of Melbourne, has been commissioned and now has over 1000 members. The site also contains the headquarters of Fencing Victoria and of the Kangaroos AFL team, plus facilities for the local sporting clubs who utilise the Arden Street oval. The Association thanked Clive for his work in representing the Association on this Committee over several years of this Project, since its inception. 2. Melbourne City Council Municipal Strategic Statement (MSS) The Association has made its submission to the draft MSS. This document is a long-term strategic planning document affecting the precinct Eastwood Street (south), Rankins Road, Racecourse Road, Moonee Ponds Creek and Arden Street. Association concerns about the draft MSS were as follows:
The members thanked those who contributed to this submission, in particular Sharon Inkster, Burns MacGibbon, Joe Manariti and David Ettershank. Enid Hookey expressed a concern that the MSS and Structure Plan might have the effect of curtailing residents’ opportunities to submit objections to individual development proposals. Sharon Inkster agreed to take responsibility to monitor the status of the MSS and to alert the Association to developments. Discussion then moved to the Structure Plan process, which is currently in the community consultation phase. The completed Structure Plan will contain more details about the planning and zoning requirements for development in the affected area, and is likely to rezone current industrial areas to mixed use (commercial and residential). The Structure Plan thus represents a critical document in ensuring that new developments integrate smoothly into Kensington and represent the best outcomes for new and existing residents. More information regarding this plan and how to comment is at: Burns MacGibbon, Joe Manariti, Sharon Inkster, Bryce Binnie and Ben Familton agreed to take responsibility for the Association’s input into the Structure Plan consultation process. Chris Dwyer agreed to investigate the possibility of co-coordinating with other local community/residents groups in the area, particularly those of Flemington and North Melbourne in regards to the Structure Plan process. 3. Meet the candidates David Ettershank has suggested that the Association organize a 'Meet the Candidates' event prior to the forthcoming State election. This was agreed to. It was also agreed to complete collating the ‘What Kensington Wants’ survey results, so as to be able to present them to the candidates. Matt Hammond agreed to liaise with the survey committee to get this done. Geoff Cox agreed to work with David in arranging the ‘Meet the Candidates’ event. 4. Development on the corner of Racecourse Rd and Nottingham St The current proposal is for a 5-storey residential apartment building with businesses on the ground floor. It is understood that there have been 22 objections from local residents. Burns MacGibbon will attend a City of Melbourne ‘Future Melbourne’ Committee hearing on 6 October to present the Association’s concerns about this development, which include:

Development at 98-108 Rankins Rd The initial proposal is for a four-storey building of 24 units with reduction of parking requirements. The Association is keeping a watching brief, awaiting this proposal to be advertised. Enid Hookey agreed to continue to monitor the progress of this development application and update the Association of any changes to its status. 6. Development of 85-87 Lambeth Street Proposed redevelopment of existing warehouse into 14 apartments contained within a three-storey building envelope and a reduction of car parking requirements. The application is still being processed by Melbourne City Council and at this stage is not open for submissions/objections. Issues that the Association is concerned about include:

Demolition of buildings in Smith Street A number of small warehouse/industrial buildings in the area between Eastwood St and Stubbs St have been demolished, most recently on Smith St. Enid Hookey agreed to find out from the Council what the regulations were for such demolitions of buildings in Kensington. There is currently no heritage overlay covering this area of Kensington. 8. Metro Rail tunnel Following local member Hon Bronwyn Pike’s written assurance that this project is not anticipated to have any detrimental impact on JJ Holland Park or houses, David Ettershank and Matt Hammond met officers to discover more detail about how the alignment for the rail line through Kensington will be handled. At first it appeared that these details would be provided, but despite repeated requests, none have yet been provided. Burns MacGibbon reported that he had attempted to complete his own investigation into feasible tunnel entrance placement, given the currently-available information about station locations and the limitations on maximum gradients and track curvature, but had been unsuccessful in obtaining the relevant topographic maps.
