Minutes of the Kensington Association

Item 1: Traffic on Epsom Road

Speeding of traffic along Epsom Road through the 40kph zone was raised at the meeting. The recent fatal accident involving a child on this stretch of road reiterates the safety issues on this section of Epsom Rd.  This section of road as it now stands with single lanes each way, 40kph limit and non- synchronised traffic lights on either end. The steps for increasing the safety of this section of road discussed were the installation of a permanent speed camera and the installation of lighted 40kph signs.

The meeting agreed to raise both of these improvements in writing with the Department of Transport and to raise the issue of speeding on Epsom Rd at the next meeting of the Police Community Consultative Committee.  The reporting of events such as speeding is an important part of improving the safety of a particular roadway or area. Reporting dangerous driving or unsafe road environments feeds into the processes that determine the resources allocated to these problems.

Item 2: Disability Awareness

The possibility of the Association working to improve the disability friendliness of Kensington was raised.  Kensington is already generally a reasonably disability friendly neighbourhood so the proposal would focus on identifying possible areas of improvement. Contact with the City of Melbourne disability access officer to look at areas in need of attention was proposed.  At this stage the Association would be looking at the possibility of making up materials for community distribution to raise awareness of specific disability issues.

Mary Wynne and Rilke Muir agreed to further investigate this proposal.

Item 3: Kensington Estate Community Liaison Committee

The Association has been invited to re-join the Kensington Estate Community Liaison Committee.  The Association had been an active member of the Committee for over 10 years until we withdrew last year after some years of great frustration at the development proposals being supported by the Government

The meeting felt that the Association has been much more successful operating outside the Committee then as a part of it and reaffirmed its previous decision to remain independent.

Item 4: Kensington Primary School Fete

The Association attended the fete held on the 27th of March. A number of new members joined and memberships were renewed bringing the total membership of the Association to a new record high.  Thanks to all who helped out at the Association’s stall.

Congratulations on the fete organising committee for putting together such a fantastic event, a fun day was had by all and it is understood that the fete was also successful in its fundraising objectives.

Item 5: KA Newsletter

It was raised that there is a potential to organise the Association's communications to members and the community in a more professional format.  This would potentially allow a more regular and clearer format to be used by the Association to communicate as well as allowing the easier distribution of hard-copy information to residents that matches online communications.  This idea to be investigated by Rilke Muir, Sharon Inkster and Tony Dare

Item 6: Developments on 31 Bayswater Rd and 12-14 Bayswater Rd

Current proposals for these properties involve the construction of two dwellings on a single block in the case of Lambeth St and the construction of eight units on a double block in the case of Bayswater Rd.  The Association understands that there have been a considerable number of objections from surrounding residents to these two proposals totalling 45 and 70 respectively (at the time of the meeting).

The meeting requested Councillors to “call in” these developments to the council Planning Committee for review in light of the level of objections from surrounding residents.

Item 7: Kensington Festival preliminary study

The proposal to look at a feasibility study for a Kensington Festival is to be carried forwards to the May meeting of the Association.
