Minutes of the Kensington Association 2 May 2011 Apologies: Rose Iser, Chris Dwyer, Therese Fitzgerald. Chair: David Ettershank, minutes by Liam Cox. 1: Disability Access Study in Kensington Mary Anne Jackson spoke to the meeting about an assessment tool being trialled in Kensington to assess the accessibility of the neighbourhood as a whole. Mary Anne is currently administering the first use of the tool as part of her doctorate. The study looks to take a randomly selected sample of buildings across a neighbourhood that are representative for the area and have them rated according to their accessibility for the vision and mobility impaired. The rating system is based on ratings taken by people with the access issues being assessed, The association looks forwards to the results of the study, especially where it can give indications of where improvements can be made. More information on the study is available on the Association’s website. 2: Kensington Disability Access Information Sheets Rilke Muir and Mary Wynne presented drafts of the Association's access information sheets. The sheets are to be produced for residents and for operators of public buildings and include information as to the types of environmental situations that can present access challenges for others and ways in which they can be mitigated. The meeting agreed that the draft was of a high standard and the Association looks forward to being able to make the finished product available to the community. The possibility of applying for grant funding for the production of the info sheets is to be investigated by Rilke Muir and Mary Anne Jackson. 3: Proposal for redevelopment of the Younghusbands Woolstores in Elizabeth St The property owners of the historic Younghusbands Woolstores have lodged a planning scheme amendment application (Planning Scheme Amendment Proposal C177). The application is for the rezoning of the land from industrial to mixed use, placement of a heritage overlay across the site and includes a development plan overlay. The development plan overlay is for a development of the site to encompass a 5-12 storey series of buildings primarily residential in nature, 500 parking spaces, the extension of Eastwood Street parallel to the railway line and the retention of the exterior shells of the existing buildings. Should the amendment be successful the owners would potentially not need to further publically advertise any planning application when they decide to build. The meeting expressed concern that the proposal contained minimal to no detail on aspects such as traffic management, overshadowing, even the actual breakdown of usage of the buildings or the residential density. The absence of any information regarding these aspects makes it very hard to assess such a proposal on its merits. While the rezoning of the land to allow mixed usage of the property and the placement of a heritage overlay across the presently unprotected site are positive outcomes for the property the inclusion of this very rough development proposal is a cause for concern. Additionally the context of the application is coming as the strategic planning process for Melbourne and specifically this area is yet to be completed. The first draft of the Arden Macaulay Structure Plan has only just been released by Council and this application is both inconsistent with the draft and would effectively render it irrelevant for this part of Kensington. The meeting agreed to express these concerns to Council directly and encourages residents to do likewise. The current turnover of plots within the garden is on average 3 per year for the 35 plots. This understandably produces long waiting times, especially since demand for plots remains very high. The meeting agreed to work with the City of Melbourne (the owners of the garden) to identify what other successful models of management for community gardens are available and their ability to achieve good outcomes in terms of access and usage of the garden. The prospect of identifying other potential sites for community gardens was also raised and is to be put to the City. |
