1.   Report by the Chair

David said that 2010-2011 was yet another year of many activities and accomplishments, including securing agreement from the Council for completion of the JJ Holland Park redevelopment, including a new sporting pavilion, the Association unveiling its presence on Facebook, ongoing involvement with the Draft Arden-Macaulay Structure Plan and the Melbourne Strategic Statement (MSS), action on the now defunct proposal by the Victoria Racing Club to relocate its pokies, the production of the Association’s Community Services Guide funded by a City of Melbourne grant, achieving some modification of the final stages of the Kensington Estate, the beginning of the Association’s involvement in disability awareness, and our opposition to the current proposal to develop the Young Husband site, which would involve three towers of flats, one being 12 storey high.

David identified the proposed metro rail line and the proposed East-West road tunnel as projects that might resurface and present challenges for Kensington.  The Association would need to keep monitoring the implementation of the Arden-Macaulay Structure Plan to ensure that it brings benefits, not problems to Kensington.   Defeating the current Young Husband 12-storey tower proposal would be a high priority.     

David paid tribute the Officers and Councillors of the City of Melbourne, with whom the Association has built a solid relationship over the years.  He also thanked the outgoing Steering Committee and all the members, past and present who have built the strong Association that we have today.

2.  Treasurer’s Report


The Treasurer, Liam Cox, presented the Treasurer's Report to the meeting.  Major points of the report were that the Association made a total surplus for the year of $1,129 made up of interest income of $806 and a net income from activities of $323. The association had a record year for income from memberships. The ending funds of the Association were $19,141.80 with $2,635 of that amount being City of Melbourne grants with restrictions on their expenditures leaving total funds freely accessible to the Association of $16,556.

That the Treasurer's Report be accepted: moved David Ettershank, seconded Clive Gartner.  The report was then adopted.

3.  Membership Report

Membership Secretary, Chris Dwyer, reported that membership as at 30 June 2011 was a record, exceeding that at June 2010, which had itself been a record.  Members expressed their appreciation to Chris for this accomplishment.

4.  Elections to the Steering Committee

David Ettershank declared all positions of the Association vacant in accordance with the constitution.  Control of the meeting was passed to Vice Chair, Tony Dare, for the election of a new Steering Committee.

David indicated that he did not intend to stand for an officer position, having been directly involved either as Chair or as Secretary since the inception of the Association in the 90s.  He offered himself in a role of special projects if required.

Elections were conducted.  There being only a single nomination for each position, each position was filled by acclamation:

Tony Dare then thanked David for his role in establishing the Association and subsequent work undertaken over its history.  He said that David's role in working for 10 years to prevent over-development occurring on the Kensington Estate, and his work in relation to JJ Holland Park, were evident in the quality of the Park and the reduction in undesirable features in the estate redevelopment that would otherwise have occurred.

Shelia Byard paid tribute to David.  She said that, speaking as a veteran of an earlier Kensington Association and its predecessor in the early 1970s, the Kensington Social Action group, and before that, the Kensington representative on the combined resident associations Melbourne Voters Action Group, she said that the current Kensington Association has in every way followed in what she called “the great traditions established of energetic and informed engagement with Council, Government and developers on matters at the heart of the amenity of our suburb, and indeed its survival as an identifiable community”.

There being no further business the Annual General Meeting then closed, and members enjoyed refreshments and a convivial social function for some hours.
