A. Reports
1. Flemington Kensington Bowling Club: Invitation to launch of new facilities, Sunday 2pm 25 September, RSVP

ACTION: Burns to send out invitation to committee members. Burns and partner confirmed attendance.
2. North and West Melbourne Association: Notice of Woolworths Development Proposal. This brings a large shopping precinct and two residential towers of 16 and 10 storeys and some 350 car parking spaces into the area bounded by Macaulay Road, Canning Street and Vaughan Terrace. ACTION: Burns and David to draft a response supporting the use of the Draft Structure Plan to guide development as opposed to spot development proposals.
3. PCCC: A Community Safety Audit at Kensington Station was conducted during the meeting. The Police will report in a month’s time, at which time the Association can comment. Most noticeable to the community volunteers: the number of people using the speed hump to cross Macaulay at Bellair; no proper approach for pedestrians from/to the other side, especially at night, when nobody uses the underpass; issue of bikes being ridden in the underpass. Thanks to Therese Fitzgerald and the other members who took part. Truck ban on Macaulay Road; as well as mugging and other adventitious attacks, in Gower St and other areas. The acting senior sergeant is aware of problems but not enough staff to be across the whole district; only two cars usually on duty from East Melbourne to West Melbourne. Traffic on Epsom Road: proposals for an illuminated 40 speed sign and fixed speed camera – nothing can be done until after the Coroner’s report following the death of a school child there earlier this year.
ACTION:
* KA to seek to extend the process to South Kensington and Macaulay Stations when submissions are next called for.
* As well as the number to call in regard to police matters, the KA website needs to advise what button to press for various matters (e.g. traffic, noisy neighbours) after ringing the switchboard.
* Also to add Health Services at Council as place to report noisy neighbours.
4. Membership Report: Current 336 paid memberships. Looking at more convenient payment model – perhaps every 2 or 3 years rather than annually. Hopefully lapsed members will get around to re-joining.
B. Business arising from the minutes
1. Draft Arden-Macaulay Structure Plan
The Woolworths proposal, like the Young Husband site one, should be considered in light of the Structure Plan as part of strategic development, rather than such spot development.
ACTION: Association to send letter in regard to this viewpoint for the Woolworths proposal. Association will advise community through meetings and website when further action in regard to the plan is forthcoming.
2. Proposed development of the Young Husband site
This application has been deferred. It is expected that once traffic congestion and noise in the area has been studied by the developer a further application will be lodged.
3. Rankins Road development
The developer contested the Council’s condition that one storey should be removed from the plan. At VCAT, the Council condition was upheld. Thanks to Tony Dare who appeared at VCAT for the Association and the 4 residents who also appeared, plus all of the 86 residents who submitted objections to the original proposal.
ACTION: Burns to send note out to members outlining VCAT result.
4. Lambeth Street
Developers challenging council rejection. VCAT hearing 27 October.
ACTION: Burns to attend VCAT hearing.
5. Heritage issues
ACTION: Sharon Inkster will follow up with Heritage Victoria regarding the Younghusband site.
Burns will lead a sub-committee to conduct a heritage review of parts of Kensington.
6. Community Gardens: We are awaiting reply from Council in regard to providing new areas for community gardens.
7. Kensington Festival: Would need to have clear purpose and responsible planning. It was decided to take no further action regarding this item.
C. New business
1. Eastwood Street ‘jungle’ along rail line
Complaints about the upkeep of the land around the railway lines have been received.
ACTION: The Association to request that Metrorail address the matter in terms of maintaining security and for beautification of the area.
2. KA Constitution to be reviewed to look at bringing it in line with current practices. Any changes will need to be made through a Special General Meeting with appropriate notice.
ACTION: Chris to review opportunities
3. Position of Secretary:
Sharon Inkster has resigned from this role. Lachlan has undertaken to act as Secretary until an election can be held for the position.
ACTION: Burns to send a draft position statement to outline the role.
