As there was not a quorum, no business could be transacted.
It was noted that a quorum is defined as 150% of the number of members of the Steering Committee, and since the Association has decided to have a large Steering Committee of 12, meetings do not always attain the required quorum of 18. Some suggestions were canvassed, and this matter to be discussed at the next meeting.

Chris Dwyer gave a verbal report. Members congratulated Chris for achieving yet another record level of membership. He noted that the total was likely to reduce over coming months as July-August subscriptions expired under the 3-month rule. It was agreed to apply for permission to have a Kensington Association stall at a forthcoming fete.

An update was given. Discussion included noting that heights far exceed those provided in the draft Arden-Macaulay Structure Plan, non-standard liquor licencing provisions, impact on local traders. It was agreed that the Association would publicize the following information session:

Safety on Epsom Road
The Association has requested that a fixed speed camera be installed. This has the support of the City of Melbourne. It was noted that the MCC is about to implement a new traffic audit on Epsom Road. The Association will reconsider its position when the results of the audit are available.

Draft Arden-Macaulay Structure Plan
It was noted that the MCC is still considering submissions. The Association has sent a submission and will provide more input when the matter is tabled at the Future Melbourne Committee in December.

Heritage listing of sections of Kensington
Many sections of the former Moonee Valley section of Kensington, primarily east of Eastwood Street, have not been assessed for heritage listing. It was agreed to ask the Council to move Kensington up the priority list for assessment.
Action: Burns MacGibbon to report to the next meeting. Cr Kanis agreed to assist by making some enquiries of Council officers.

Community gardens
Clive Gartner has had 3 meetings with Council officers. Currently 4 plots have become available. Each will be divided into 2, making a total of 8. However there are over 60 people on the waiting list for plots. It was agreed to notify Council that Clive is the Association’s spokesman for further discussions.

At Cr Kanis’s suggestion, it was agreed to write to the Council, via Cr Kanis and Cr Oke, alerting it to the chronic shortage of garden plots and requesting further garden plots to be provided, at locations yet to be determined.

Chris Dwyer tabled a detailed study of the Association Constitution that identified some aspects where practice appears to diverge for its provisions. The matter was deferred to a future meeting to allow members time for further consideration.

Eastwood St ‘jungle’
A resident has complained that the undergrowth along the rail reserve beside Eastwood Street appears to need cutting back. Metro Trains accepted the enquiry but has yet to reply.
Action: Chair to follow up with relevant authority (which may in fact be VicTrack).
It was noted that the Flemington Association coordinated with VicTrack for the Newmarket Stationeers cleanup project. Davydd Griffiths agreed to provide the contact details for the relevant contact at VicTrack.

Community Resource Grant for 2011
The Chair noted that some funds had not yet been committed, and called for suggestions. Suggestions included: stall at 3031 market; printing more copies of the Kensington Community Services Guide, produce Shop Kensington bags, contracting a graphic designer around the theme ‘I love Kensington’ and postcards featuring an attractive photograph of Kensington with information about the Association on the reverse. To be deferred to the November meeting for final decision.

Video surveillance cameras in Elizabeth Street
About 6 weeks ago, an Association member observed 2 surveillance cameras mounted on electricity poles. It has been suggested that someone was interested in gathering traffic information related to Allied Mills. The cameras were removed after about a week. The matter was reported to MCC. Council officers informed us that the Council has no jurisdiction in this matter. Some members expressed surprise that cameras could be installed without a permit. Apart from seeking confirmation of the opinion, it was decided to take no further action on this matter.
