Steering Committee

It was noted that a quorum is 150% of the number of members of the Steering Committee.  Recent meetings have not been quorate.  A number of members agreed to resign from the Steering Committee and become advisors.  This has resulted in a Steering Committee of 6, which yields a quorum number of 9, and ensures that most meetings will be able to achieve quorum.

Confirmation of the minutes

3.1

Motion:   that the minutes of the meetings of 5 September and 3 October be accepted as a true and accurate record.

Carried unanimously

The election of the Secretary, postponed from the previous meeting due to lack of quorum, was held.  Only one nomination, Lachlan Rhodes, had been received.

Motion: that Lachlan be elected Secretary of the Kensington Association.

Reports

4.1

Membership

Chris provided a verbal report and noted that membership decreased by 11 members since the last report, but is an anticipated and non-substantial variation.

Chris is rostering volunteers to assist with Kensington Association stalls at Holy Rosary Family Fun Day, Saturday 12 November, 1 to 4 pm and the Kensington Celebrating Community day on Saturday 26 November, 2 to 5 pm.  More volunteers are required for 26 November.  Members are asked to email, indicating their possible willingness to fill the roster.

4.2

Development proposal at Canning Street (North Melbourne)

The Kensington Association has sent a formal objection to the Planning Minister; this document is available via the Association website. Council will be considering this matter at the Future Melbourne Committee on 8 November.  The meeting welcomed Rohan Leppert’s offer to represent the Association at the meeting. 

Action: Rohan Leppert will represent the Association at the meeting.

4.3

Community Garden Plots

At the suggestion of Crs Oke and Kanis, the Association has written to asking the Council to address the shortage of community garden plots.  Council has agreed that Council officer, Greg Jacobs, will liaise with Clive on this matter.

Action: Clive Gartner will report progress at the February meeting.

4.4

Association Constitution

Chris proposed three minor amendments to the Association’s constitution to bring it into line with current practice.  Chris agreed to confirm that constitutional amendments can only be passed at the Annual General Meeting or at a Special General Meeting. Consideration of this matter was deferred to the February meeting.

Safety on Epsom Road

The City of Melbourne has provided the Association with data relating to traffic on Epsom Road. Although speeds appear to have decreased marginally since 2007, a substantial number of vehicles still exceed 40 kph.  A fixed speed camera and flashing 40 kph signs have been requested. Adam Bandt MP has also written to Cr Louey recommending a number of speed mitigation measures. The Kensington Primary School Council is also interested in coordinated action with the Association.

Action: the Chair will request that Council convene a round table meeting of relevant parties to resolve safety on Epsom Road.

4.6

‘Jungle’ along railway easement, Eastwood Street

Tony reported that in response to the Association’s request, Metro Trains has completed maintenance on the railway easement and cut back excess undergrowth.

4.7

Development proposal in Lambeth Street

Burns represented the Kensington Association at the VCAT hearing on 27th October. The Council imposed a condition that one level be deleted from the plan for a 3 storey apartment building.  The Council accepted the plan for no off-street parking.  In a complex hearing, the developer was appealing against the Council condition, one resident was appealing against the developer and one against the Council.  The Association supported the deletion of one storey and with reluctance, accepted no off-street parking, on the understanding that the Council would not regard it as setting a precedent.

Action: Burns will report the decision, which is expected within a few weeks.

 

4.8

Development proposal at 77 Hardiman Street

Sharon prepared an objection, which has been submitted on behalf of the Association.  The objection was based in part on the height of the proposed structure, 5 levels, exceeding the heights in the draft Structure Plan.

Action: the Sharon will request that the proposal be called in to the Future Melbourne Committee.

4.9

Noise Levels for Regional Rail

It is planned to add two additional rail lines along Childers Street.  Noise levels are being examined.  It was noted that Victoria does not have a mandated acceptable noise level for railways, unlike NSW and QLD.  Even with a reduction of 2 decibels, the noise along the regional rail tracks would still be above that accepted for NSW and QLD.  It was agreed there is a case to request sound barriers along Childers St.

Action: Matt will liaise with local residents and the matter will be referred to the February meeting.

Business arising from the minutes

5.1

2011 Community Resource Grant

Motion:     that funds be expended on publishing the Disability Services Guide, and that the Steering Committee allocate the remaining funds to KA brochures, Community Services Guides, KA pull-up banners, or web services.

5.2

Municipal Strategic Statement (MSS), Draft Structure Plan and Younghusband rezoning proposal

Paul, David and Sharon are monitoring the progress of these plans.  There have been indications that Younghusband may be dealt with on 6 December.

Action: if the agenda is confirmed, Kensington Association members to be urged to attend the Future Melbourne Committee meeting of 6 December.

Action: the Chair will initiate a letterbox and email campaign in support of this, if required.

5.3

Disability project

Rilke reported that she developing checklists of actions that residents and traders could take to ensure that Kensington is disability friendly.  She is inviting others to assist with disability project activities.

Action: Rilke will progress the project so that it is complete before Christmas.

New business

6.1

Christmas Party

Tony noted that the next meeting of the Kensington Association will be the Christmas Party.

Action: Chair to coordinate arrangements, as per last year.

6.2

Sister Kerry’s retirement

It was reported that Sister Kerry is retiring as Principal after 14 years at Holy Rosary Primary School.

Motion: that Sister Kerry be presented with a suitable gift from the Association in recognition of her contribution to the community and to the Association.

6.3

Melbourne Electoral Representation Review

Kevin updated the meeting on the background to the review, and reported a widely held view that wards should be instituted.  David noted that over recent years, the Association has been relatively satisfied with the current electoral arrangements.

Action: Lachlan will attend Council briefings and report on the matter in time for a response submission discussed at the February meeting.
