1. Update on proposed developments at Flemington Racecourse
MCC has resolved to reject the VRC application and propose instead hold a full review of both the Racecourse and Showgrounds.

The Association has endorsed the Council proposal and will submit a formal submission to the Department of Sustainability and Environment on 11 of November detailing our objections to the current plans.
Our views have also been made known to the Melbourne City Council, including flood wall, traffic issues and the proposed relocation of the Tabaret. Report to next meeting.

2. Proposed development on Simpson Walk
Residents, supported by the Association, have objected to a proposed 4th floor residential extension and Council has declined to support the development.

3. Centennial Hotel Development
There is a proposed development for apartments. Resolved to find out what stage this development has reached.

4. Freight yard noise
MCC and officers from Freight Australia are testing all sirens to assess noise levels and have identified possible problems. The next stage is to measure noise after 22:00 to determine if it is outside noise limit guidelines.

5. Municipal boundaries
Resolved that it is now an appropriate time to write to the Melbourne and Moonee Valley councils to identify the boundary issues and to re-ignite the topic. It is proposed to stage a leaflet drop to promote community awareness and support. Resolved to send a letter to each council this month, and follow up with letter drop and other events in the first part of 2004. Resolved to build a volunteer team in early 2004.

6. Report on Kensington Estate building developments
A new set of buildings along Altona Street have been proposed - modern style architecture, 4 levels, provision for parking may be inadequate, uncertain what the impact of overshadowing to Community Centre and Child Care Centre.
Ormond Street high rise block: Expected to be finished by Christmas.


Derby Street high rise block: Currently being refurbished and will take approximately 12 months to complete.
Melbourne City Council will convene a public meeting to get feedback on the Altona Street proposals on 24/11.

7. Kensington Precinct Plan
This project now involves both Melbourne and Moonee Valley councils.
A major review of traffic studies has been completed along with the Hobsons Road character study. A broad range of other issues will need to be addressed including parking, services, business development and demographic modeling for ongoing assessment and policy development. Steering committee has been recommended with members from concerned public and private groups. January 2004: To commence review and to be completed mid 2004.
Resolved that David Ettershank will be our contact person.

8. Kensington Primary School Council
The Council is looking for a community member who currently has no ties to the school. Please contact Paul Devereux for details

9. Right turn arrow at Epsom-Macaulay-Kensington intersection
There is no information on the current position with this project. Richard Reilly will follow up with Melbourne City Council and report to next meeting.

10. The Association approached for Multicultural funding
The Association has been invited to apply for funding for small projects by the Victorian MultiCultural Commission. Suggestions for community multicultural event requiring funding are most welcome.

The next meeting of the Kensington Association will be an information exchange and end-of-year celebration, to be held at 7:30pm at Hardiman's Hotel, Monday 1 December.
