Minutes of the meeting of the Kensington Association held on 5 September 2005

1.  Partnership between the City of Liquica, East Timor, and the City of Moonee Valley

The Mayor of Moonee Valley, Cr Lydia Kauzlaric, briefed members on a number of matters.  She gave a presentation about contributions being made to Liquica from the Council and other organizations in Moonee Valley.  Cr Kauzlaric has visited Liquica to see progress of work being done, including the restoration of two schools.  Moonee Valley Racecourse is sponsoring a race day on Wednesday the 28 September.  Half the proceeds of several races will be contributed to the Liquica fund.   Adults attending with children will receive free admission into the racecourse.

2.  Tibetan Monks will visit Moonee Valley

During September school holidays the Gyuto Tibetan Monks will present a number of events.
MVCC is sponsoring a breakfast to celebrate  UN International Day of Peace on
Saturday 17 September at the Incinerator Arts Centre, followed by meditation led by
the visiting monks.  All residents are welcome

3.  Moonee Valley Resident Parking Policy

MVCC has been working on a parking policy. The outcome of the plan is to have residential parking permits displayed in vehicles in Residential Parking Restricted Areas coded.  The plan was noted.  Cr Kauzlaric agreed that in future, draft policies would be circulated to the Kensington Association for comment prior to them being adopted by Council

4.  Committee reports

David Ettershank reported that the Kensington Action Plan has been signed off.  Most comments received have been incorporated in the final version.

Richard Reilly reported that some amended plans have been proposed to alter the Speakman Street closure.  It was agreed that the Association would await developments.

Tony Dare presented some alternative designs for Association stationery and after discussion, a design was agreed upon.

5. Our website:   www.kensingtonassociation.org.au

It was agreed that the Kensington Association would offer Kensington-based not-for-profit, community service organizations the opportunity to have a free page on www.kensingtonassociation.org.au

6.  Reunification of the Kensington under one Council

A number of members believe that the suburb should be united under one council.  In order that the Association has a basis for action, it was decided that residents would be asked to indicate their opinion.   It was decided to draft a covering letter to accompany the brochure to be distributed during the October "Blitz Kensington" letterbox campaign.   The letter will have a tear-off slip asking resident opinion about the council boundary issue.   According to the feedback, the Kensington Association will determine its policy.

7.  Child Care Crisis

In view of the growing number of babies and small children in Kensington, and the waiting lists for child care and pre-school services, the Association decided to offer its support the help resolve the problem. It was agreed that Fiona Burns be authorized to represent the Association in discussions with the Kensington Community Children's Cooperative.  

8.  Planning proposal for 3rd storey on a dwelling in Lynche's Bridge

It was agreed that this would breach the design concept for this area, and the Association will write in support of objectors to this proposal.

9. Illegal access, Gatehouse Drive into the Flemington Racecourse

Residents report that traffic, including horse floats, are crossing Smithfield Road to enter the racecourse, contravening traffic regulations and assurances given to the Association by the Flemington Racecourse and the City of Melbourne.  The Chair to write to the relevant groups.

The next meeting of the Kensington Association will be held at 7:30pm on Monday, 3 October 2005 at the Holy Rosary School, Gower Street, Kensington.
