Minutes of the meeting of the Kensington Association
held on 6 March 2006

1.  Height Limits in MCC Residential Zone 1 area 
The Melbourne City Council (MCC) has asked for feedback on a proposed 9 metre height limit.  The Association resolved that it had no objection to the proposal and the Chair to draft a reply to circulated to some Steering Committee members prior to forwarding to the MCC.

2.  Proposed removal of Phone Box in Altona Street
Geoff Cox reports that the phone box is located opposite Kensington Community Recreation Centre.  Telstra reports that the usage is only 5 calls per day.  The Association invites any concerned resident to communicate direct to Telstra with any views:  identification number 03 9376 29X2, location: 160 Altona Street Kensington or call 1800 011 433.  Postal address: Telstra Payphone Siting Manager, Locked Bag 6658, Sydney NSW 2001.  The final date for comments is 23-03-06.

3.  Proposed development at 1B Westbourne Road
The Association supported resident objections to this development.  The MCC has notified that it intends to issue a permit.  It was resolved that the Chair would to contact the objecting resident to see what more can be done.

4.  Proposed development in Smith Street
Residents reported a problem of overlooking. Advice was given together with a consultant’s name.

5.  Toilet Block in Altona Street in J J Holland Park 
The MCC advises that it is proposed to install the older green style block and says that there is no difference in effectiveness between this type and the more modern, self-clean, type.

6. Missing piece of fence across Hobson’s Road
The MMC is evaluating our request to re-instate the fence.
 
7.  Kensington Community Children’s Cooperative funding
John Smith from the KCCC committee said that MCC is to start planning for the 40 to 45 new childcare places to be incorporated into the present area in Altona St.

8.  Centennial Hotel
Residents report that the number of disturbances has reduced.  It was resolved to encourage residents to continue to report all incidents of crime and/or disturbances in any part of Kensington:

The Association resolved to maintain a watching brief on the Centennial Hotel situation.

9.  Traffic flows re Commonwealth Games
The meeting noted the concerns of the Flemington Association regarding impact of the Commonwealth Games on local traffic flows.  It was considered that there would be impacts and that residents would need to plan for disruptions and delays.

10.  Commonwealth Games Tickets 
Meeting happy for Chair to attend with ticket offered by Cr David Wilson (MCC).

11. Traffic in South Kensington Station area
Darragh O’Brien presented notes relating to the MCC study on improving the entrance and surrounds at the South Kensington Station prior to this meeting. The issue that affects many community groups will be the use of Childers St as a main access for heavy vehicles to the proposed warehouse development on the former Simplot (4 and 20) site. An estimate of total vehicle access to the site is 230 vehicles per hour at morning and evening peak times. The South Kensington Station study has recognized this as a significant health and safety issue, affecting the pedestrian use of the Station, Holland Park and the proposed parking areas for both.

Resolved that the Chair and Mr O’Brien draft a letter to the MCC requesting a meeting on the issue.

12.  Reunite Kensington
The meeting noted that over 90% of those who had responded to the Kensington Association poll voted in favour of reuniting Kensington under the City of Melbourne, as it had been prior to 1993.  Discussion of a public campaign, including media events, was postponed until we see what response is forthcoming from the Councils and the State Government.  Cr Jim Cusack (MVCC) believed that reunification wouldn’t happen tomorrow but would like to get genuine activity happening re the Kensington Action Plan. He thought that the new Moonee Valley Council would be active on this.
The Chair to communicate with the relevant people to ascertain their intentions re the boundaries issue.

13.  Parks and open space
The MCC Senior Parks & Recreation Officer gave an outline of the Draft Open Space Strategy and indicated that a community meeting will be called in April/May. Further information at:
