Minutes of the meeting of the Kensington Association, 3 April 2006
Apologies: Paul Devereux, Darragh O’Brien, Cr Jim Cusack 1. Proposed Car Parking near Bellair Street near Racecourse Road intersection The Moonee Valley Council proposes 90 deg indented parking on the east side of Bellair Street to provide 5 extra parking spaces. Nearby residents are concerned about street narrowing, potential damage to existing trees, loss of nature strip, traffic hazard from turning traffic. Resolved that the Association write to the MVCC questioning the proposal. 2. Simplot site and traffic in Childers Street Residents of Childers Street are concerned about the increased traffic during the redevelopment of the Simplot site, including lines of trucks awaiting entry into the site each morning. The Association noted that no satisfactory information has been provided about long-term traffic impacts. Resolved that the City of Melbourne be invited to send a representative to address the next Association meeting. 3. Centennial Hotel Reports from some residents in the area suggest that the number of crimes and disturbances has declined. The MVCC has inspected the hotel and put some concerns to the management. Also, the lessee has been interviewed and the Council is getting legal advice on possible actions. Resolved to maintain watching brief. 4. MCC Draft Noise and Vibration Control Guidelines for Construction and Demolition sites The Association has been invited to comment. Resolved that Geoff Cox will review the current policy and report back to the next meeting. 5. MVCC planning process Reports allege that a large proportion of MVCC decisions to refuse permits are being reversed at the Victorian Civil and Administrative Tribunal (VCAT). As members were unsure of the significance of this, it was resolved to suggest to the MVCC that that the Council might conduct an independent review of recent decisions to establish the grounds for reversal and see if there is any pattern. 6. North Melbourne Reserve redevelopment The Association has been invited to send a representative to a committee making recommendations on the redevelopment. Clive Gartner agreed to represent the Association and report back on progress. 7. Fence at the end of Hobson's Road Recent damage to the fence at the racecourse end of Hobson's Road is permitting traffic access from Smithfield Road, creating a rat run. The Association will continue efforts to ascertain who is responsible and ask that it be repaired. 8. Reunite Kensington In view of the fact that over 90% of residents who replied to the Association poll want Kensington reunited under the City of Melbourne, the Association has sent letters to relevant State ministers to ascertain their responses. Replies are awaited. At the next meeting, plans for a campaign will be discussed. 9. Lot A9 Kensington Banks Resolved that the Association ask the MCC for an update on the future of this land.
