Residents the key in campaign to reunite Kensington By Jeannie Zakharov Asking residents of Kensington what they wanted was the key to the Kensington Associations campaign that helped bring about the reunification of the suburb under the City of Melbourne, said campaign coordinator Dr Tony Dare. He was speaking after Local Government Minister Richard Wynne announced in December that, following an independent review, that Kensington and North Melbourne would be reunited under Melbourne on July 1 this year. The exception is the Racecourse Road shopping strip. It stays with Moonee Valley City Council, which the review panel found had developed a successful working partnership with traders. Mr Wynne said in December that the panel had found there was a sufficient feeling of disconnection and exceptional circumstances to warrant action. Almost 500 submissions were received from the community about this issue, demonstrating strong support, he said. Dr Dare said he had been surprised at the strength of community support after the Kensington Associations own survey of residents in 2006, which the association decided to undertake after years of having to deal with two councils. In 1993, the Kennett government had split Kensington along Epsom and Macaulay Roads and North Melbourne along Melrose Street. Dr Dare said that while the association wanted Kensington to be reunited, it did not know what residents wanted so undertook the survey. However, most of the surveys 624 respondents wanted Kensington to return to the City of Melbourne just two per cent wanted the status quo to remain and 90 per cent wanted the suburb united under Melbourne. We were surprised by the overwhelming support for going back to Melbourne, Dr Dare said. I was astounded that so many people agreed on this. The state election took place later in 2006. Dr Dare said this meant that the Kensington Association had identified a winning issue for candidates in the marginal electorate of Melbourne. They knew if they backed reunification they would be appealing to 90 per cent of residents, he said. The position of the State Government had been that the Kensington Association should work with the two councils on the issue, but after the association gave the survey results to local MP Bronwyn Pike, she took the issue on board. Just before the election, the government promised that, if re-elected, it would appoint an independent panel to review the boundaries. Dr Dare said the survey and subsequent campaign demonstrated the strength of the Kensington Association and its depth of resources. For example, in two days, with one email and a few phone calls, we were able to recruit 12 teams totalling over 40 residents to letter-box the entire suburb of Kensington. He said the association commended the State Government on the democratic process used. Meanwhile, ratepayers in the affected areas of Kensington and North Melbourne will wait to see how their rates are affected, with the review panels report finding that on average, residential rates will fall while commercial rates will rise. The report says that, based on rating levels for Melbourne for 2007-08 and current valuations for the Kensington and North Melbourne areas, residential ratepayers now in Moonee Valley will on average be $133.42 better off by transferring to Melbourne. Non-residential/commercial ratepayers will on average pay $692.40 more. However, the report says there will be many variations. It compared the top four and bottom four commercial properties and found that some properties with relatively low valuations will pay less under Melbourne while higher valued properties will pay more. The review report also says that the Moonee Valley submission to the panel compared rating for properties in Moonee Valley and Melbourne for 2006-07. The councils submission said that residential rates would have been marginally less for lower-valued properties under Melbournes rating regime while, for properties valued at $600,000 and above, rates would have been progressively more expensive. The report commented on the number of submissions to the review panel, saying that the 479 individual submissions and a petition signed by 195 people demonstrated the strong interest in the issue. Three key points from the submissions: Some 249 from Kensington wanted to move to or remain in Melbourne, while nine wanted to move to or remain in Moonee Valley. Fifty North Melbourne submissions preferred moving to or remaining in Melbourne and 29 wanted to stay with Moonee Valley. A further 89 submissions from Flemington and Travancore wanted to move to Melbourne. The panel report named factors including Kensingtons historical sense of identity and inner city orientation as supporting a strong case that a community had been fractured unreasonably. It said the current boundary was a barrier against the communitys ability to hold one council accountable, despite the two councils attempts to overcome this. For North Melbourne, it said the boundary separated a clear community of interest which binds residents eastward with the rest of North Melbourne. It also said the boundary change would bring all the industrial areas of the two suburbs under the one council, The panel said that in recommending the change, it had not made a judgement on Moonee Valleys overall performance despite the dissatisfaction expressed in submissions on the adequacy of the councils service. Its findings have sought to remedy fundamental structural failures in community cohesion, service planning and governance brought about by the current boundary.
